Update 1.20 for Clementine package. This update modifies way the Clementine handles data with x-scaling which start with time sometimes in past (adds option to set start time to maximum of Emission data). It fixes small bugs in guessing the range of decay times proposed to user which was failing under some conditions.

First public release of the package. Contains current version of MEM package, all necessary files to run as well as Igor experiment with example of modeling data.
