how to align text to each bar in the bar chart?

I want to add N value to each bar in a bar chart. Normally people move each N value manually to the bar as indicated in the attached file. is it possible to let each N value align to the top of each bar automatically no matter how I resizing chart?

You will need to append the data twice and set the second trace to text markers. You will also need to adjust the offset of the text marker.
