Create Layouts: /packages/ACL_CreateLayouts/trunk/ACL_CreateLayouts.ipf 326

*  Added an action procedure to setvarTitle that checks
the length of a title and truncates it if it is >40
characters.
*  Added a block of code to handle the case where
a user enters an empty string as the name of a layout.
